The Bedford Village Common has a new addition to its planned layout: a gazebo or bandstand.
The Town Council voted to approve changes to the plan for the Bedford Village Common yesterday to include the structure, though a specific one has not been chosen yet, and voted to transfer $60,000 to the project once the Bedford Village Common Development Committee raises matching funds.
Members of the Bedford Village Common Development Committee expected the gazebo or bandstand to cost about $30,000. The construction will be part of Phase II of the construction of the park.
“It will be a park for all of the community,” Beverly Thomas, chairman of the committee, told the Town Council.
The $60,000 will come from the Parks & Recreation impact fee fund, not from taxes. It will not be spendable until the Bedford Village Common Development Committee has raised an equal amount of money, either in cash or in in-kind services, such as donated materials or labor.
Only in-kind donations going to tasks specifically itemized in the Phase II plan can be counted, said Councilor Bob Young, because the $60,000 being given by the town is specifically earmarked for that phase. So donated pamphlets or extra materials for the park that are not in the Phase II plan will not count, he said.
The plan’s second phase involves the completion of the park’s trail system, which the council specified should comply with the Americans with Disabilities Act, and now the construction of a bandstand. The bandstand was not part of the original plan for the park, but the council approved its inclusion pending approval of the Planning Board, after brief debate about whether the council would need to see the plans for the bandstand before taking that step.
“I don’t think we need to know that it’s 25 feet or an octagon or whatever,” Young said.
The Bedford Village Common Development Committee also showed the council a public service announcement they created that has begun airing on Bedford Community TV, showcasing the common’s new slogan: “A natural place to be.”
The committee also presented a fundraising plan that would include naming certain amenities in the park, such as benches or light posts, after those who donated, and raised the possibility of naming the bandstand or the pond planned for the park after sponsors.
A fund will be set up for large donations, with those between $10,000 and $30,000 being the platinum level, $5,000 to $10,000 the gold level and $1,000 to $5,000 the silver level. Smaller donations of between $100 and $1,000 will be part of the Villagers Fund, and can be directed to specific projects. Donations of $10 to $100 will be unrestricted and part of the Commoners Fund.
In addition to the bandstand and a winter skating pond, the park is also slated to include a holiday tree and a warming hut.
