The 9 Kahliko Lane home where 43 underage drinkers were caught by police is not known as a place for rowdy or rambunctious parties, according to neighbor Gerard Provencher.
Provencher said several young men had been living in the house for a couple of months.
Every once and a while, he said, they would have parties. He could hear the music, but the events were not bothersome. “I’ve never seen anything get out of hand,” said Provencher.
But in early morning hours of Sunday, June 15, police shut down a party there that drew dozens of underage drinkers, charging a 19-year-old resident of 9 Kahliko Lane with organizing it.
Michael Troscianecki is charged with facilitating an underage alcohol house party, a Class A misdemeanor. He will be arraigned in Merrimack District Court on July 14.
Police had been called to the area four minutes past midnight, after receiving a complaint about a loud party. As officers approached the house, they heard music from the party and the noise of bottles being smashed, according to Capt. Dan Douidi. Police said there were 43 underage drinkers at the party, which was taking place inside and outside the home.
Provencher said his daughter, Kurstin, a West High School senior, saw the scene around 12:30 a.m. as she drove home from a friend’s house. She saw police cruisers all over the place, three officers in the road and several people on the side in handcuffs, according to her father.
“I didn’t even know there was a party going on until my daughter told me the next morning,” Provencher said.
No one at the party is from Bedford, Douidi said. The crowd was from Massachusetts and all over South Central New Hampshire, hailing from larger cities such as Nashua, Manchester and Concord as well as Auburn and Hooksett. The youngest person there was 15 years old. All 43 partygoers were placed into protective custody by the Police Department.
Police Chief David Bailey said Troscianecki is a student renting the house on Kahliko Lane. The three-bedroom home is owned by Shirley and Edward Eagan, according to town assessment records.
Bailey said the department is currently not charging any of the other people at the party. State law allows authorities to arrest and charge underage drinkers with internal possession of alcohol, but Bailey said they have to be intoxicated for officers to have probable cause.
Bailey said he has lobbied the New Hampshire Legislature to change the law so an officer can arrest someone under 21 if he/she is seen consuming alcohol, but may not be intoxicated.
The Senate tabled the proposal this session and a similar effort was unsuccessful in the House last year, Bailey said.
The police chief said targeting organizers of underage parties is an effective way to prevent them from happening again.
The June 15 party required an extensive response of manpower from the department, said Bailey.
“Even though we didn’t arrest them, we had to make sure everyone was handed over to a parent or someone over 21,” he said.
Bailey said graduation time is the season for such parties, but it’s been a couple of years since Bedford police were called to a party that large.
